Shenzhen Luohu Government Creates eGovernment Cloud Platform with Huawei FusionSphere
FusionSphere cloud computing platform is used to create the Luohu cloud computing IaaS platform for centralized deployment, the region’s centralized resource sharing, unified operation, and supervision.
Luohu District is one of the major financial centers in Shenzhen, Guangdong Province. Luohu covers an area of 78.36 square kilometers with 115 communities and a population of 924,500 people. Luohu Port serves as the most significant port of entry bridging mainland China and Hong Kong, often seen as the communications window between China and the rest of the world.
Over the last few years, eGovernment has become a leading trend for administrative management in governments across the globe, a necessary step in the transition to a service-oriented smart government that relies on Information and Communication Technology (ICT) to improve efficiency, security, and open source interfaces.
To transform eGovernment functions and innovate management services using ICT, the Ministry of Industry and Information Technology created a list of the initial pilot regions, including Luohu, for deployment of a cloud-based eGovernment public platform and new service applications in 2013.
Luohu followed the strategy of eGovernment and decided to construct a cloud computing infrastructure consisting of an eGovernment public platform and applications. Luohu decided to use regional resources and local products for building a virtualization platform with unified management and technical support. Luohu faced the following challenges:
  • Improve service continuity and reliability while ensuring the security of data.
  • Centralize government information resources with information-sharing and service collaboration. Explore the potential of cloud computing for resource sharing, providing support, and expanding the workflow of Luohu’s collaborative office platform to integrate important system resources and service applications.
  • Eliminate duplication of equipment by improving the utilization of shared resources and data.
  • The Luohu information center viewed this project as an important goal for Luohu’s eGovernment Big Data platform to offer additional application services, and improve the workflow interaction of Luohu’s collaborative office platform.
Today, the Luohu eGovernment platform has mainly been used to enable workflow innovation and improve efficiency which has enhanced management workflows, integrated core services, and streamlined processes. When the previous eGovernment extranet was implemented, equipment was purchased and configured based on peak service volumes, which led to low hardware utilization, continuous expansion deployments and lack of centralized sharing of data and resources. This also created many other problems, such as low service continuity and reliability, insufficient security measures, higher dependency on hardware, longer system deployment times, lack of unified monitoring and management, and higher O&M costs. To solve these problems, Luohu information center contacted Huawei to provide a reliable infrastructure solution. Huawei recommended its FusionSphere with a cloud-based virtualization platform and management software. This solution now provides optimal, centralized service deployment, and resource sharing for over 30 services available on the eGovernment extranet. Additionally, the system also allows on-demand resource allocation and simpler management of computing, storage, and network resources for Luohu’s cloud computing IaaS platform. In terms of disaster recovery for unforeseen situations, the UltraVR DR Solution is used to improve platform service continuity and reliability, and to enhance end-to-end platform security. FusionManager is used to manage the hardware and software of the platform in both active and standby sites, with superior management of the overall cloud platform.
The eGovernment project solved several problems by eliminating information silos:
  • Huawei's FusionSphere cloud-based infrastructure solution has improved the efficiency of eGovernment management and provides a platform for “Smart Luohu” and “eGovernment” centralized sharing of resources for computing, storage, and networks. The cloud platform now enables technology advances and serves as a significant tool to integrate eGovernment resources for the Luohu information center.
  • The cost-effective implementation of a cloud platform improves information workflows by enhancing service collaboration and resource sharing. Moreover, innovative service capabilities are now available with the platform serving over 50 first-level units and 6,000 users, which has become a benchmark of eGovernment cloud solutions in China.
  • Additionally, resource utilization has improved because of resource sharing which leads to lower O&M costs, while assuring service security and reliability. Hardware utilization has improved from 5% to 70% and hardware costs are reduced by 50%. Other key advantages include unified monitoring and management capabilities, simplified deployment of services, and reduced maintenance costs. The Active-Active DR solution provides better security, assures reliability, and eliminates data loss.
